Get RCS configuration for self-serve setup (workspace admin)

Workspace-admin-readable view of the RCS feature-flag state and workspace_rcs_config row, used by the in-app RCS settings card. Returns featureFlagEnabled so the UI can show whether RCS has been unlocked for this workspace. Config includes eligibility_tag_id (null means all contacts). No Twilio auth tokens are stored or returned here.
