Submit a bounded manual batch with a stable retry identity

Negotiated manual_flow_batch_v1 protocol. Requires verified identity, bound workspace, stored workflow and visible contacts. At most 500 IDs; UUID requestId is mandatory and task keys last 24 hours. This distinct path prevents an older replica ignoring retry IDs. Never fall back to a legacy POST after a v2 refusal or lost response.
