Send a saved RCS card from the LiveChat composer (Tier 2

Sends a registered card template to a contact. Gated by RCS_MESSAGING + workspace_rcs_config and requires the contact be RCS-capable (contacts.rcs_capable=true). Returns sent:false (HTTP 200) when not capable or RCS is unavailable, so the composer can surface a clear message. Authenticated workspace agent (Bearer).
